The League joined the senator and representatives from the Planning and Conservation League and the Trust for Public Land to talk with reporters about the measure.

Prop. 72 will help Californians who install rain water capture systems conserve water without raising their property taxes. Sen. Glazer authored SCA 9 in 2017 that placed Prop. 72 on the ballot.

The measure incentivizes the construction of new rain water capture systems by assessing the home at the value without the rain water capture system. The League considered the property tax implications and determined it is likely to be offset by sale tax garnered from the purchase of rain water capture equipment. Upon resale, the home will also be reassessed to consider the full value of the home. After weighing policy and fiscal considerations, the League ultimately supported the measure.
