Update: Cities Can Apply for California Violence Intervention and Prevention Grants

At its April 9 meeting, the Board of State and Community Corrections (BSCC) will establish new due dates and timelines for the grant, with a proposal to extend the RFP due date to Friday, June 5. In the interim, do not submit a proposal. Please continue to check the BSCC and CalVIP webpages for additional information as it becomes available.
 
The 2019 State Budget Act makes $27.5 million available in funding for competitive grants to cities and community-based organizations to support evidence-based violence reduction initiatives. The California Board of State and Community Corrections (BSCC) recently approved the release of the California Violence Intervention & Prevention (CalVIP) grant Request for Proposals (RFP).
 
Formerly known as the California Gang Reduction, Intervention, and Prevention (CalGRIP) grant, the Legislature established the CalVIP grant in FY 2017-18. CalVIP encouraged jurisdictions to develop local approaches that would meet the diverse needs of each community.
 
On Oct. 11, 2019, Gov. Gavin Newsom signed AB 1603 (Chapter 735, Statutes of 2019), Break the Cycle of Violence Act, codifying the establishment of the CalVIP grant and the authority and duties of BSCC in administering the program, including selection criteria for grants and reporting requirements to the Legislature.
 
Eligibility
 
Cities identified as disproportionately impacted by violence and the community-based organizations that serve the residents of those cities (see Table 1 on page 6 of the RFP) are eligible to apply for up to $1.5 million. An additional 66 small cities (see Table 2 on page 7 of the RFP) are eligible to apply for up to $600,000. The term of the grant is July 1, 2020 through June 30, 2023 with an additional six months for audit and evaluation.

Application Instructions
 
Applicants must email one electronic copy of the original signed complete proposal package to the BSCC by the deadline, which will be determined after a future board meeting — date TBD. A complete proposal package will include: 
  • One PDF file that contains the Proposal Narrative and all required attachments (see CalVIP RFP Word document).
  • An Excel version of the Budget Attachment (Budget Tables and Budget Narrative). Do not submit the Budget Attachment in a PDF version.
